This is done in two ways. The first is a budget-friendly self-tapping valve, but these aren't the most reliable in time. However, if your budget will allow, you have the option for a solution that becomes part of your plumbing system. For instance, after cutting out a section of an existing cold water line, installing a tee, and running a new 1/2" water line to the fridge, you can install a supply valve there where space allows. Or, you can also cut the wall and install an ice-maker box for a more finished look. The good news is you have options according to your budget.
